For the millions of people in Abu Dhabi who use government services through a single digital gateway, the way they deal with the emirate’s institutions is set to become an export. Under the directives of His Highness Sheikh Khaled bin Mohamed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Chairman of the Abu Dhabi Executive Council, the Department of Government Enablement (DGE) has announced the establishment of Abu Dhabi Digital Services Company TAMM Global, a move that extends a platform built around everyday convenience for citizens, residents, visitors and investors to governments elsewhere in the world.
The platform at the centre of this decision has reshaped how people in Abu Dhabi access public services. Since launching in 2005, TAMM has grown to bring together more than 1,200 public and private sector services through one unified digital gateway, allowing users to complete transactions without visiting the offices or websites of individual entities and institutions. The practical effect on daily life is measurable. Each user saves approximately nine visits to government service centres per year, an estimated 12 hours annually for every person or business. Customer satisfaction currently stands at 94.5 per cent, up from 78 per cent in 2022, before artificial intelligence was integrated into the app, and the cost of providing services has fallen by 30 per cent.
His Excellency Ahmed Tamim Hisham Al Kuttab, Chairman of DGE, framed the platform’s purpose in terms of its benefit to the community. “TAMM was created in Abu Dhabi to improve the quality of life of our community,” he said. “Today, it serves millions of users and has become an integral part of how people and businesses interact with government. Through the announcement of TAMM Global’s establishment, we are building on that success by making capabilities developed and proven effective and efficient in Abu Dhabi available to governments seeking to deliver better outcomes for their people.”
Under its founding law, the new company will develop, manage and deliver an integrated ecosystem of digital services, including digital government services. Its mandate covers owning and operating specialised digital services platforms and developing their capabilities and infrastructure; managing, operating and developing TAMM itself; and holding the intellectual property rights associated with these platforms’ activities. The company will also conduct studies and research related to the development of the digital services sector, implement training and qualification programmes for Emirati talent, and build strategic partnerships that support these services and enhance their efficiency and sustainability. It will invest in sector opportunities within the UAE and abroad, supporting plans to expand its operations and ecosystem.
For governments abroad, the appeal lies in access to what has already been tested at scale. TAMM Global will license the platform architecture and apply the implementation methodologies and expertise that enabled Abu Dhabi to build and operate TAMM. The platform includes a wide range of pre-built government services, service journeys and digital capabilities that can be adapted to local laws, regulatory frameworks and operating requirements, allowing governments worldwide to deploy them faster and with greater efficiency. By combining advanced capabilities with operating practices refined through millions of real-world user interactions, the company can help governments accelerate deployment without undertaking every stage of establishment and development themselves. As an independent private-sector company, TAMM Global will be able to partner directly with governments, organisations and institutions worldwide.
Meanwhile, the launch is positioned as a milestone in Abu Dhabi’s ambition to become the world’s first AI-native government, and it reflects growing international demand for proven technologies that can accelerate digital transformation while protecting sovereignty and public trust and ensuring compliance with regulatory standards. It also demonstrates how innovation and intellectual property developed in Abu Dhabi can create new prospects and investment opportunities globally, reinforcing public-private sector cooperation and partnerships in the digital services sector.
The platform’s record has drawn international recognition. In 2025, TAMM was named the world’s best e-Government initiative at the UN-backed World Summit on the Information Society (WSIS) Prizes, and in 2026 it won the Government category across Europe, the Middle East and Asia in the Gartner Eye on Innovation Awards. Whether other governments can replicate Abu Dhabi’s 94.5 per cent satisfaction levels at home may now depend on how quickly they adopt what TAMM Global has to offer.
