Kazakhstan, UAE Seal Expanded Economic Partnership Through High-Level Talks

Kazakhstan’s Deputy Minister of Foreign Affairs Arman Issagaliyev met with two UAE counterparts in Abu Dhabi on Thursday, committing both governments to a broader strategic partnership spanning investment, trade, consular modernization, and multilateral coordination.

The talks brought together Issagaliyev, UAE Deputy Minister Omar Obaid Alhesan Al Shamsi, and UAE Assistant Minister Sultan Mohammed Al Shamsi. Both delegations placed particular weight on ensuring that agreements reached at the presidential and ministerial levels translate into concrete action, not merely formal declarations. The emphasis on implementation signals a shared concern that high-level commitments have not always produced measurable results on the ground.

The economic dimension of the relationship carries real weight. The UAE ranks among Kazakhstan’s five largest sources of foreign direct investment, a position both governments treat as a baseline for future growth rather than a ceiling. Officials noted the positive trajectory of investment cooperation and expressed mutual interest in deepening commercial ties, including through expanded trade and new avenues for business engagement.

Consular governance drew dedicated attention. The UAE side presented its “Smart Mission” digital platform, a system designed to streamline consular operations and improve service delivery at diplomatic missions abroad. Both countries expressed interest in exchanging expertise on the digitalization of consular services and adopting technological solutions to raise efficiency. The exchange points to a broader trend of states treating consular infrastructure as a policy priority, not an administrative afterthought.

Water governance emerged as a substantive agenda item. Kazakhstan’s delegation briefed the UAE on President Kassym-Jomart Tokayev’s initiative to establish an International Organization for Water Resources. Officials also discussed preparations for the Third UN Conference on Water, scheduled for December 8-10 this year in Abu Dhabi. Both sides recognized the conference as a concrete opportunity to advance international frameworks and develop practical approaches to water security.

Meanwhile, coordination within multilateral institutions formed a separate pillar of the discussions. The delegations reviewed their respective engagements within the United Nations, the Organisation of Islamic Cooperation, and the Organisation of Islamic Cooperation Parliamentary Union, exchanging positions on current regional and international developments.

The talks closed with both sides pledging to sustain momentum through close cooperation and substantive bilateral initiatives. Whether the institutional machinery now in place can convert those pledges into measurable outcomes will be the measure of this partnership’s next phase.
