Dubai Authority Formalizes Startup Funding Pipeline Through Capital Partnership
Government-backed venture capital arm formalizes startup referral process with incubation platform
Oraseya Capital, the investment arm of Dubai Integrated Economic Zones Authority (DIEZ), has signed a Memorandum of Understanding with NQubator, an early-stage technology venture platform, establishing a formal pipeline between startup incubation and institutional venture capital assessment in the UAE.
The agreement was executed by Hassan Waheed, Executive Vice President of Finance at DIEZ and Partner at Oraseya Capital, and Saeed Hamad Al Hamli, Founder and CEO of NQubator, with senior representatives from both organizations present at the signing.
Under the terms of the partnership, NQubator will refer vetted startups that have completed its structured incubation and validation processes to Oraseya Capital for investment consideration. Oraseya Capital will evaluate these opportunities according to its investment strategy and established due diligence framework. At the same time, it will engage with NQubator’s broader ecosystem through mentorship, advisory services, participation in demo days, and evaluation panels.
The framework also contemplates co-investment arrangements. NQubator or its affiliated investment partners may participate alongside Oraseya Capital in selected funding rounds, a structure designed to align incentives across both organizations and deepen their collaborative involvement in portfolio development.
Waheed characterized the partnership as reflecting Oraseya Capital’s commitment to supporting high-potential technology startups and reinforcing Dubai’s venture capital ecosystem. “Working with NQubator enables us to engage earlier in the startup journey, strengthen investment readiness, and support innovation-led entrepreneurship in line with our strategic priorities,” he said.
The agreement is framed as supporting the objectives of the Dubai Economic Agenda D33, which aims to position the emirate as a global hub for the digital economy and advanced technologies. By establishing clearer connections between startup development programs and venture capital processes, the partnership addresses a recognized gap in the ecosystem’s maturity.
Meanwhile, Al Hamli described the arrangement as a strategic step in strengthening the pathway from early-stage innovation to scalable, investment-ready ventures. “At NQubator, our focus is on building and validating high-potential startups through structured incubation and ecosystem support,” he said. “Connecting our founders with an institutional investor such as Oraseya Capital enhances their access to capital, expertise, and strategic networks, while contributing to a more integrated and mature innovation ecosystem in the UAE.”
By establishing clear referral mechanisms and shared evaluation criteria, the two organizations aim to improve the quality of early-stage companies entering the venture pipeline. That coordination is intended to strengthen the competitive positioning of UAE-based technology ventures in global markets, a goal that will ultimately be measured by how many incubated startups successfully clear Oraseya Capital’s due diligence threshold and reach funded status.
