U.S. and UAE Formalize First Bilateral Military AI Governance Framework

U.S. Central Command and the United Arab Emirates have formalized a joint governance structure for military artificial intelligence, creating what officials describe as the first bilateral AI task force of its kind in the Middle East. The unit, designated Task Force Talon Synapse, will oversee the development and deployment of AI technologies across both nations’ defense establishments.

The agreement traces back to discussions between Admiral Brad Cooper, commander of U.S. Central Command, and H.H. Sheikh Tahnoun bin Zayed Al Nahyan, Deputy Ruler of Abu Dhabi and UAE National Security Adviser. CENTCOM’s subsequent engagement with Emirati defense officials and AI sector leaders produced the finalized arrangement. The task force is scheduled to launch in the coming weeks, with its headquarters in Abu Dhabi.

The operational structure will comprise approximately 20 American and Emirati specialists working across artificial intelligence, data analytics, and cybersecurity. That staffing model reflects a deliberate commitment to shared expertise and integrated decision-making between the two defense establishments, rather than a parallel or advisory arrangement.

Admiral Cooper characterized the task force as a “historic milestone” in the strategic partnership with the UAE, which he identified as one of the United States’ most capable regional partners. He emphasized that both nations share a strong commitment to leveraging AI to drive military innovation at an accelerated pace, a pace he described as necessary to keep up with the technological transformation reshaping the modern security environment.

By establishing a dedicated governance structure, the two nations have created a formal mechanism for managing how these technologies are integrated into their respective operational frameworks. The task force will direct its focus toward intelligence support, cybersecurity enhancement, protection of critical infrastructure, and strengthening regional security monitoring capabilities. The stated objective is to improve decision-making processes, operational efficiency, and responses to emerging threats across both military establishments.
