London achieved the highest scores across indicators most directly tied to resident experience, with BCG citing superior quality of services, enhanced comfort levels, and expanded economic opportunities for its population. Dubai, New York, Washington, and Amsterdam followed in the top five positions.
The evaluation methodology centered on concrete governance and accountability measures. Researchers assessed resident satisfaction with digital services deployed by municipal administrations and tracked the frequency of daily artificial intelligence tool usage among urban populations.
